In the span of a mere few months, Tennessee’s “Choice Lanes” initiative has gone from an initial proposal from Governor Bill Lee to enabling legislation. Governor Lee first proposed the program in December, and on March 30th, the state legislature passed the Transportation Modernization Act to enable the Tennessee Department of Transportation (TDOT) to evaluate and procure choice lane projects statewide.
