Hawaii’s New Aloha Stadium Entertainment District (NASED) P3 re-entered procurement in December, with the state and Stadium Authority publishing an RFP for the project. The new RFP came just a few months after the state completed a market sounding for a restructured P3 procurement. This time the project scope will be to develop both the stadium and surrounding commercial and residential developments under a single P3 concession.
