Canada’s high-frequency rail procurement is now officially a high-speed rail project. In February, the Canadian government formally announced the selection of a predevelopment partner for a new high-speed rail project between Toronto and Quebec City, with stops in Peterborough, Ottawa, Montreal, Laval and Trois-Rivieres. The progressive P3 to deliver the project will not only be the largest P3, but also the largest infrastructure project, in Canadian history.
The selected predevelopment team for the project is Cadence, a development team comprised of CDPQ Infrastructure, AtkinsRéalis (formerly SNC-Lavalin), Systra, Keolis, SNCF Voyageurs and Air Canada. The Cadence team will move forward under a predevelopment agreement to complete planning and the consultation phase of the project with Alto, a special crown corporation created to act as the project public sponsor.
