Progressive P3s aren’t necessarily limited to your typical megaprojects, nor is the concept of incorporating land value capture in a P3 procurement. Those two trends came together in a January 17th Request for Proposals for the Dorrance Street Transit Center project. The Rhode Island Public Transit Authority (RIPTA) is procuring a predevelopment partner for a project to build a new transit center in Providence, and in addition to the public works, the winning bid team will also be able to propose a mixed use real estate development on the site.
