After more than a year of delays, it looked, for a brief moment, like Hawaii’s P3 to replace the Aloha Stadium may have finally been moving forward. The state finalized the New Aloha Stadium Entertainment District (NASED) project’s programmatic EIS in September, which was the final step before publishing an RFP and starting an 8-month proposal process with shortlisted bidders.
