The final phase of the North Tarrant Expressway concession, Segment 3C, officially opened for traffic on June 20th. The delivery completed roughly 14 years of managed lanes-funded development in the region. The North Tarrant Express system has already become a bit of an exemplar for other planned and developed express lanes systems in the United States. But the for-now-completed network yields lessons that apply not just to express lanes, but to P3 development and procurement writ large.
