The book’s subject is what the author refers to as the “asset manager society,” which is not P3s or privatization per se, but rather the broad trend towards a world in which asset managers like infrastructure funds “increasingly own and control our most essential physical systems and frameworks, providing the most basic means of social functioning and reproduction.”
