Major Bridge Program Gets Major Injunction. PennDoT Appeals

The Major Bridge P3 program in Pennsylvania received a temporary injunction in state court this month. Pending a reversal on appeal, or after a full hearing, the ruling will prevent PennDoT from moving forward with most of the program’s planning and with its predevelopment agreement. The ruling came in response to a lawsuit to block the replacement of a bridge on I-83 near Harrisburg, which was filed by several local towns and Cumberland County. The injunction, however, applies to the entire Major Bridge initiative and all nine bridges currently planned under the program.
