When it was procured, the I-4 Ultimate project in Orlando was the largest highway project in Florida’s history and one of the largest P3s in the United States. The project was successfully completed last year, but suffered some delays and cost overruns during the pandemic. Now, more than a year and a half after the project was completed, the litigation between the members of the design-build joint venture for the project may soon come to a close. The issues raised have ramifications for the broader P3 industry.
