An Investigation of Corruption in Public-Private Partnership (PPP) Projects from Project Life Cycle Perspective

This paper is motivated by the problem of corruption which the authors assert is a major challenge for PPP procurement in emerging economies. It examines the problem of corruption and PPP procurement in India, one of the fastest growing and emerging economies in the world.

In the last 18 years (2006-2024) 358 PPP projects, worth approximately USD 81 billion, have been nominated for procurement in India.  However, the authors note that PPP usage has been “marred by heightened corruption”.  They cite a UN report on public procurement and corruption in India which finds that despite the presence of procurement rules, they are not cemented in legislation and violation does not attract much penalty.
