Public Works Financing newsletter (PWF) is a monthly periodical dedicated to covering the Public-Private Partnerships (P3) industry in North America. The newsletter was founded in 1988 by William G. Reinhardt, who published it continuously for more than thirty years until his retirement in 2019.
In 2020 the publication re-launched to continue its legacy of timely news, detailed analysis and dedicated coverage of the US P3 industry.

took over as editor of PWF in 2020. Michael has been researching and writing infrastructure finance, policy and public-private partnerships for seven years, and currently teaches Project Finance at Stanford University. Michael’s research work is focused on risk assessment for infrastructure projects, the P3 procurement process and market development, and multilateral and bilateral infrastructure lending, and infrastructure project permitting and stakeholder engagement.
Michael received his MBA and MS from Stanford, and his undergraduate degree from West Point. Prior to working at Stanford, Michael served as an engineer officer in the US Army and US Army Corps of Engineers.
Columnist Robert Poole is Director of Transportation Policy and the Searle Freedom Trust Transportation Fellow at the Reason Foundation. He has advised the U.S. DOT and half a dozen state DOTs on transportation policy. Over the past 20 years, he has helped introduce a number of policy ideas into U.S. transportation, including long-term toll concessions, HOT lanes, and truck-only toll lanes. A Reason policy paper Bob wrote in 1988 directly inspired the first state PPP law, enacted in California in 1989. That law led directly to the 91 Express Lanes—the first all-electronic toll road and the first U.S. long-term toll concession project.
Poole received his B.S. and M.S. in mechanical engineering at MIT and did graduate work in operations research at NYU. He’s a member of the Transportation Research Board’s Congestion Pricing Committee and its Managed Lanes Committee, and was a member of TRB’s special committee on the long-term viability of fuel taxes for highway funding. In 2007 he was named “Private Sector Entrepreneur of the Year” by the Public-Private Partnerships division of ARTBA. In 2008 he was a member of the Texas Study Committee on Private Participation in Toll Projects. In 2010 he was a member of Washington State DOT’s Expert Review Panel on the I-405 corridor, and was also a member of the transportation transition team for Florida Gov. Rick Scott.
Poole produces Reason’s monthly e-newsletter, Surface Transportation Innovations, and writes a monthly column on transportation policy for Public Works Financing.
Professor Eoin Reeves is the Head of the Department of Economics and Director of the Privatisation and PPP Research Group at the University of Limerick, Ireland. His research interests lie primarily in the economics of infrastructure and the public-private mix in public service delivery. This includes issues such as privatisation, liberalisation, and different forms of private sector participation in the delivery of public services such as PPPs. He has published 40 peer-reviewed papers and book chapters and one book on these topics.
Editor/Publisher William Reinhardt founded Public Works Financing in 1988. Under his editorial guidance, Public Works Financing became the journal of record for the Public-Private Partnership (PPP) industry. Bill is a business journalist with 40 years of experience reporting on the development of transportation, energy, and environmental infrastructure projects worldwide. In 2019, Bill transitioned out of his role as Editor of PWF for a well-earned retirement.
