Transportation Advisory Board Recommends New Federal P3 Office

The Department of Transportation Advisory Board introduced a set of draft recommendations at its second meeting with Transportation Secretary Sean Duffy in December. The very first idea raised was to create a new federal P3 task force or office to help state and local projects sponsors push projects forward and navigate federal development processes and loan applications.

The P3 office recommendation, and all of the other ideas raised by the board, were very preliminary ideas for initial feedback. It isn’t yet clear specifically how a new federal P3 office would work with the Build America Bureau, or whether new legislation would be required to create it. Still, the potential for a new federal administrative entity to support the development of the U.S. transportation P3 market is something that the Department will be considering going into 2026.

The Transportation Advisory Board was created by Secretary Duffy last summer. The board is chaired by Gregg Reuben, the CEO of Centerpark, and consists of senior executives from transportation companies, infrastructure investors, and law firms as well as former government officials. The board’s mandate is to advise Secretary Duffy and make high-level policy or management recommendations in a number of areas, only one of which is P3s. The other key policy areas include infrastructure modernization and expansion, transportation technology investments, and cutting red tape.
