Utah’s potential Uinta Basin freight rail line has been the subject of planning studies in 1981, 1995, 2001, and 2015. If the P3 to develop the line reaches financial close, the first new freight rail line in the US in decades may finally get built. The project is currently in late-stage negotiations for offtake agreements, has an EPC in place, and in late February received authorization from its public sponsor, the Seven County Infrastructure Coalition, to seek $1.9 billion in Private Activity Bond (PAB) financing.
