The Puerto Rico Public-Private Partnerships Authority (P3A) recently published a “Desirability & Convenience Study” regarding four of the state’s major toll roads and the existing finances of the Puerto Rico Highways and Transportation Authority (PRHTA). The study recommends a single concession procurement for all four toll road segments included in the study. If the procurement eventually moves forward, it would be the largest brownfield concession sale for a US toll road asset in more than a decade.
